The Office for Nuclear Regulation (ONR) was established as an Agency within the wider HSE from 1 April 2011. The ONR brings together in a single new regulator the regulatory functions for safety, security, and conventional health and safety at nuclear sites, and the regulation of radioactive materials transportation (the latter formally from 1 July 2011). The reform is preparatory to planned legislation to create the ONR as a statutory corporation. As a consequence, all contracts relating to employment in the ONR Agency will be issued by HSE.

The ONR will provide increased stakeholder confidence in moves to secure an appropriately resourced and responsive regulator for the future challenges of the nuclear sector. It will develop bespoke HR and other policies to support successful recruitment and retention of specialist staff and the delivery of change to enhance the ONR's regulatory effectiveness.

ND presently consists of seven divisions which deal with:

  • Division 1: Civil Nuclear Power Regulations;
  • Division 2: Nuclear Chemical and Research Site Regulation (including UK Safeguards);
  • Division 3: Defence Nuclear Facilities Regulation;
  • Division 4: Corporate Services;
  • Division 5: Office for Civil Nuclear Security;
  • Division 6: Nuclear Reactor Generic Design Assessment;
  • Division 7: Nuclear Policy and International Relations.
